The Clatterbridge Cancer Centre recognises that safeguarding is everyone’s responsibility. All staff have a duty to identify and respond to safeguarding concerns across the Trust.
The Safeguarding Team provides specialist advice, training and support to staff in regards to the following:
- Safeguarding Adults
- Safeguarding Children
- Domestic Abuse and Harmful Practices
- Prevent
- Mental Capacity/ DoLS
- Caring for patient with Additional Needs
The team provides services across Merseyside, Cheshire and North Wales.

Safeguarding Adults
Safeguarding means protecting an adult’s right to live in safety, free from abuse and neglect.
The Care Act 2014 describes an adult at risk as:
- Someone over the age of 18
- Has care/support needs
- Is at risk of or experiencing abuse and neglect
- As a result of those care/support needs is unable to protect themselves from either the risk of, or experience of abuse and neglect.

Safeguarding Children
The Children Act 1989 states that the local authority (social services) has a duty to investigate if there is reasonable cause to suspect a child is suffering or is likely to suffer significant harm.
Working Together to Safeguard Children 2018
All organisations have a duty to:
- Protect children from maltreatment
- Prevent impairment of children’s health or development
- Ensuring that children grow up in circumstances consistent with the provision of safe and effective care
- Take action to enable all children to have the best outcomes
Domestic Abuse
Domestic abuse can be a single incident or a pattern of incidents of abusive behaviour.This could be perpetrated by a partner or an ex-partner, but also by a family member who is aged 16 or over.
Domestic abuse can include:
- Coercive behaviour (a pattern of intimidation, degradation, isolation and control with the use or threat of violence)
- Psychological and/or emotional abuse
- Physical and/ or sexual abuse
- Financial/ economic abuse
- Harassment and stalking
Prevent
Prevent is one of the four key principles of CONTEST.
Prevent focuses on working with vulnerable individuals who may be at risk of being exploited by radicalisers and subsequently drawn into terrorist activity.
The Counter Terrorism and Security Act 2015 places a duty on all NHS staff to refer to Prevent where there are concerns that a person may be vulnerable to exploitation.
